FS#3 - Nekro Virus should not show warning when the player does not have the pre-reqs

Was playing TI today as The Nekro Virus, & the Tech part of the app had the Prerequisites crossed out & a warning pop up. The Necro’s racial ignores prereqs.

Nekro virus ignores pre-reqs, except if it gets technology from a distant sun. So I can see that having the pre-req popup for them is pretty useless. I will fix this in the next released version.
